The B-BBEE program was established by the South African government to advance an equal opportunity economy. B-BEEE aims to give those who have experienced discrimination or disadvantage the tools they need to reclaim the ground that has been lost to them as a result of that discrimination.
It's crucial to remember that the B-BBEE program's overarching objective is to build the strongest economy possible for the nation. Naturally, this can only be accomplished through inclusiveness, where each citizen makes a contribution. The bulk of South African SMEs currently fall into one of two categories in terms of B-BBEE. The B-BBEE status of Exempted Micro-Enterprises (EMEs), which have an annual revenue of less than R10 million, is not currently audited. Qualifying Small Enterprises (QSEs) are companies with a yearly revenue of R10 million to R50 million.

The B-BBEE Program's Goal: The improvement of the South African economy is the program's main objective.

- Expanding the number of black-owned companies.
- Creating a strong network of long-lasting black-owned enterprises.
- Encouraging the provision of funding and access to goods for black-owned enterprises.
- Encouraging black people's interpersonal growth by giving them access to leadership opportunities.
- Ensuring that government-issued purchase orders support black-owned enterprises.
- Encourage the formation and expansion of women-owned enterprises and increase the participation of black women in business.
Preferential procurement policies are one of the key tools the B-BEEE program employs to empower and promote black-owned businesses. Simply put, the government encourages participants in the economy to source goods and services from black-owned companies.
BEE Scorecard and how it works:
- Ownership – 25% (Shareholders and ownership rights are related to equity ownership. The following two elements are taken into account when calculating this: black female ownership % and ownership % below 35 and above 65.
- Management Control – 15% (Whoever possesses total decision-making authority over the business is said to have management control. The percentage of senior management held by black people, voting rights, and executive board control are used to calculate this.)
- Enterprise Development – 40% (Calculating how much a corporation invests in fostering the growth of smaller, black-owned businesses).
- Socio Economic Development – 5% (How much a business invests in social advancement serves as a barometer for socioeconomic progress.)
- Skills Development – 20% (The level of investment a corporation makes in the skill development of its black employees.)
Your B-BBEE status, or the level at which you are recognized, will be determined by your scorecard. Companies in the Level 1 level have scores of 100 points or more. For businesses with less than 39.99 points, level 8 is the lowest level. It is crucial that you work toward B-BBEE compliance if a significant portion of your business model depends on winning contracts from the government and becoming a supplier to the government. Several sizable corporations have also created policies that require their suppliers to comply with B-BBEE. You will also have access to a number of advantageous tax benefits if your SME complies with B-BBEE, and you will generally be in a better position to draw additional business prospects and opportunities.
